“I strongly urge G20 leaders to instruct their ministers and negotiators to achieve a compromise that ensures the success of this climate conference and sets a new ambitious climate financing goal at COP29,” Guterres stated at a press conference in Baku.
He noted that delegations and the host country at COP29 are making every effort to find common ground, but time is running out.
“Let’s be honest—many significant disagreements remain. Success is not guaranteed. A major push is needed to cross the finish line with an ambitious and balanced package addressing all unresolved issues, grounded in a new financial goal. Failure is not an option—it risks undermining both short-term actions and the ambitious plans for preparing new national climate action strategies, with potentially devastating consequences as irreversible tipping points approach.”
Guterres highlighted that agreements have been reached regarding a new ambitious climate financing goal in the context of a balanced set of solutions. These components are designed to mobilize financial resources for developing countries and ensure the necessary funding flows.
“It is crucial for all parties to devise new action plans for sustainable land use and achieving the 1.5°C temperature reduction goal. Every government must have the opportunity to benefit from clean, affordable renewable energy, adjust the transition to new energy sources, accelerate emissions reductions, and protect their populations from climate disaster. On the other hand, success is critical for building trust among nations. International cooperation under the Paris Agreement is indispensable for combating climate change. Amid geopolitical tensions and uncertainties, the world needs countries to come together here in Baku,” Guterres said.
He stressed that this is not charity, but an investment to prevent uncontrolled climate destruction.
“I truly believe we are approaching a moment of truth. It is essential for every party to clarify their positions and proposals. This applies to financial issues as well as other aspects. The outcome must be balanced, addressing all concerns,” Guterres added.
He emphasized the importance of moving beyond initial positions to identify potential compromises and urged all parties to do so.
“I think the time for repeating initial positions has come to an end,” the UN Secretary-General concluded.
