The constitution of Armenia must be changed!

To achieve sustainable and long-term peace between Azerbaijan and Armenia, there should be no unfinished measures or unresolved issues that could be used against each other in the future.

The Azerbaijani side has clearly stated all the problems in Armenia’s legislation: references to the Declaration of Independence in the Constitution, decisions of the Supreme Council of Armenia from 1992, and letters and appeals at the level of the Armenian Ministry of Foreign Affairs. These are precisely the obstacles to comprehensive and lasting peace.

The Prime Minister of Armenia has admitted in his statements that these problems exist. Pashinyan has stated that “Armenia needs a new Constitution” and that “the Declaration of Independence hinders Armenia from developing and improving relations with its neighbors,” but has not yet taken any practical steps.

Now, the head of the Armenian MFA is trying to equate the constitutions of Azerbaijan and Armenia, as if there is a territorial claim against Armenia in the Constitution of Azerbaijan. There is no territorial claim against Armenia in Azerbaijan, neither at the constitutional level, nor in the decisions of the president and parliament, nor at the level of laws and regulatory acts.

Armenia must admit that the problems lie within itself and start to resolve them. The issue cannot be solved simply by removing the “Nagorno-Karabakh” sections from the websites of state institutions. Action must be taken to make the long-awaited peace a reality.

Sometimes it seems that Pashinyan is trying to buy time, using the COP29 topic to accelerate the peace agreement process without making changes to the legislation, mainly relying on calls from the West about the existence of a “historic opportunity.”

However, Pashinyan and his circle must understand that Baku can withstand the pressures, hold COP29 without signing a peace agreement, and without the participation of the Armenian delegation.

For Baku, the main issue is the consistency of the negotiation process and the elimination of any opportunities for revanchism. It is clear that Pashinyan will not remain in power forever. Azerbaijan aims to ensure that even the most extreme revanchist regime in Armenia will not have the opportunity to make claims against Azerbaijan.

Currently, it is enough to look at the protests in Armenia and the speeches of the country’s former foreign ministers and several other former officials. They talk daily about the possibilities of renewing claims against Azerbaijan.

It is no coincidence that Pashinyan declared that “mythical historical Armenia contradicts the real Republic of Armenia and the former poses the most serious threats to the latter.”

The Prime Minister understands well that Azerbaijan is not afraid of the revanchists in Armenia. Baku is not afraid of war and is ready to defeat Armenia! However, Baku does not want a new war and new losses among Azerbaijanis. This is the essence of what has happened over the more than three years since the 44-day war.

Currently, both Yerevan and all interested parties know what Azerbaijan wants and what needs to be done for this.

The Constitution of Armenia and other legislative acts must be changed!
