Statement from the Presidential Administration: Vice Premier to hold meetings in Khankendi

On September 25, 2023, in the city of Khojaly, another meeting was held with Ramin Mamedov, appointed as the responsible person for liaising with the Armenian residents of Karabakh, and representatives of Armenian residents of Karabakh.

This was stated in a statement from the Administration of the President of Azerbaijan.

At the meeting, which took place in a constructive atmosphere, satisfaction was expressed with the actions taken to address the issues discussed on September 21 in the city of Yevlakh, particularly in ensuring the short-term delivery of humanitarian aid, fuel, and restoring electricity supply.

Ramin Mamedov, responsible for liaising with the Armenian residents of Karabakh, informed about the measures to be taken in the next stage. It was noted that in some settlements, initial medical aid was provided to lone elderly residents of Armenian descent, and they were taken under medical supervision. It was proposed to create conditions for a meeting of representatives of the International Committee of the Red Cross with these individuals, to transfer them to family members or relevant medical institutions.

An agreement was reached on organizing a meeting of members of the working group on social-humanitarian, economic, and infrastructure issues, led by Deputy Prime Minister of Azerbaijan Shahin Mustafayev, with relevant representatives engaged in communal, medical services, and other civil activities in the territory, including the city of Khankendi, to determine the directions of current activities and establish a joint working group.

It was proposed to jointly organize medical services at the field hospital, which is suggested to be set up near the city of Khankendi or in the direction of Khojaly, by medical personnel of Azerbaijani and Armenian descent. Moreover, it was proposed to establish a mobile food supply service by Azerbaijani and Armenian service personnel.

Willingness was expressed to provide necessary medical assistance to individuals suffering from severe chronic diseases or in need of special surgical operations.

At the same time, the meeting emphasized the importance of forming joint medical teams comprising medical workers of Azerbaijani and Armenian descent, to provide services to lonely individuals living in remote villages and in need of medical care.

It was highlighted to organize trips for representatives of civil society and public activists of Armenian descent living in the Karabakh economic region to Baku or other cities of Azerbaijan, noting that such initiatives are significant in terms of creating a platform for civil society dialogue and implementing confidence-building measures.

An agreement was reached to hold another meeting soon to discuss the results of the work done and determine further steps.
