The report says that Ocampo’s opinion is fundamentally flawed from the legal perspective, as it does not follow the methodology of a comprehensive, independent and impartial expert opinion, presenting a patently incomplete account of the relevant factual and legal context, offering no rational analysis of the available evidence, and misrepresenting the International Court of Justice proceedings between Armenia and Azerbaijan.
Dixon stresses that there is no evidence to support the claim that a so-called “genocide” of the Karabakh Armenian population is taking place and that the international community should guard against Ocampo’s purported findings and recommendations.
He adds that false accusations of “genocide” constitute unlawful acts punishable under international law.
