“I am confident that it is or should be easy enough to move forward on the issue of coordinating the transit links between Azerbaijan and Nakhchivan through Armenia. There is an opportunity to achieve a beneficial result for all parties concerned. I hope that we can make real progress in this issue with the goodwill of all. This is not only in Azerbaijan’s interest, but in Armenia’s as well, if there is a railroad from Azerbaijan through Armenia to Nakhchivan, and from Nakhchivan to Gyumri and Kars,” the EU Special Representative emphasized.
Klaar was encouraged by the latest meeting between the foreign ministers of Armenia and Azerbaijan in Washington.
“We were in close contact with our American colleagues in the run-up to this meeting to make sure that our positions align. In this regard, we share a common desire to advance the peace process and make progress on all key fronts, including border demarcation and the withdrawal of forces. We expect that new initiatives at the European level will emerge very soon.
“It is important for us to have Armenia and Azerbaijan at the negotiating table so that we can achieve a result that guarantees a secure future for the South Caucasus.
“There is an urgent need for a comprehensive settlement. And this is what we are striving for. So, I do not want to speculate about poor outcomes. Rather, I want to focus on what we can achieve, which is a comprehensive settlement, which would include both a peace treaty between Armenia and Azerbaijan and the demarcation of the border between Armenia and Azerbaijan, as well as the unblocking of communications,” Klaar explained.
