Dr. Menashri is one of the leading experts with 36 years of experience in information security and technology intelligence, including working for 25 years in the Prime Minister’s office on research, security, and protection of critical infrastructure—both civil and defense complex systems, and he believes that Israel and Azerbaijan have good prospects for cooperation in the field of cyber security.
“In the modern world,” the Israeli expert says, “with the number of cyber threats growing literally every hour, cyberspace is turning into a field in which both a superpower like the United States, China or Russia, and some teenage dweeb who has outfitted a workplace in their parents’ garage can become a serious player. In this space, there is no need to spend millions and billions of dollars on developing advanced bombs, intercontinental missiles or super-powerful aircraft carriers, no need to send strategic bombers or expeditionary forces to the other end of the earth. You only have to invest a little effort, create malware and plant it in someone else’s computer network. Sitting at their computers and basically risking nothing, cybercriminals today can disable entire industrial complexes anywhere in the world, disrupt the operation of a country’s life support systems, hack into databases of military agencies, financial institutions, get hold of the personal data of millions of citizens, and so on.“
According to Harel Menashri, Israel repels cyberattacks from Iran, China and other countries around the clock every day. The criminals have not yet been able to inflict any serious damage on the Israeli government agencies, but they did manage to hack into the systems of some private companies.
“We have accumulated vast experience in the field of cyber security, and we are willing to work closely together with friendly Azerbaijan,” the expert says. “Israel highly appreciates this business partnership and wants to see Azerbaijan as a strong and effectively protected state.”
At the same time, the Israeli expert believes that there is no such thing as one hundred percent protection against cyber threats anywhere in the world. Anyone who says otherwise is nothing but a charlatan. What does exist, however, is quite reliable protocols developed in different countries that can maximize the cyber security of government agencies and private companies alike.
“As an expert, I can assure you that the protection of cyberspace today is just as important an aspect of life of any country as the protection of state borders,” Dr. Menashri says. “Cybercriminals are constantly perfecting their skills, developing new tools for attacks. The biggest problem with cyber security is that people still do not have a sufficient understanding of how serious the threat of cybercrime is and how severe the ramifications can be.”
