The meeting was chaired by Azerbaijan’s Deputy Prime Minister Shahin Mustafayev and Armenia’s Deputy Prime Minister Mger Grigoryan, according to a report by “Azertag.”
During the meeting, the commissions agreed on the following:
- At the initial stage of the delimitation process, the sides preliminarily agreed on the passage of individual segments of the border line directly between the settlements of Baganis (RA) – Baghanis Ayrim (AR), Voskepar (RA) – Ashagy Askipara (AR), Kirants (RA) – Kheyrimli (AR), and Berkaber (RA) – Gyzylgadzhily (AR), with the aim of aligning them with the legally established inter-republican border that existed within the Soviet Union at the time of its dissolution.
- It was resolved that the description of these border segments would be compiled taking into account the clarification of coordinates based on geodetic measurements on the ground, which will be formalized with a corresponding Protocol-Description, to be agreed upon and signed by the parties by May 15, 2024.
- The sides agreed to appeal to their governments to take measures for the simultaneous and parallel placement of their border services on the agreed segments of the border line. It was also agreed that until the complete conclusion of the delimitation process, the segments of the border line specified in the Protocol-Description would be considered delimited.
- Concurrently, it was agreed to complete the coordination of the draft Regulations on the joint activities of the State Commission for the Delimitation of the State Border between Azerbaijan and Armenia and the Commission on Delimitation of State Border and Border Security between Armenia and Azerbaijan by July 1, 2024, and to commence the process of internal state coordination and approval of the Regulations in accordance with the requirements of the states’ legislation.
- The parties agreed that during the delimitation process they would base their efforts on the Alma-Ata Declaration of 1991. The sides also agreed to enshrine this basic principle in the draft Regulations (if a future Agreement on Establishing Peace and Interstate Relations between Azerbaijan and Armenia establishes otherwise, the relevant section of the Regulations will be amended to conform to the principles set forth in that Agreement).
- The parties agreed, following the approval of the Regulations by both sides, to coordinate the sequence and continue the delimitation process for all other segments of the border, including issues related to enclaves and exclaves.
A protocol was signed following the results of the meeting. It was decided to coordinate the date and place of the next meeting in a working order.
