President of Azerbaijan Ilham Aliyev has signed a decree approving the “Artificial Intelligence (AI) Strategy of the Republic of Azerbaijan for 2025–2028.”
The strategy includes four key objectives:
- Enhancing the competitiveness of the country’s economy;
- Creating favorable conditions for the implementation of artificial intelligence;
- Training a qualified workforce for the AI industry;
- Promoting the benefits of artificial intelligence to all segments of society.
The main purpose of the decree is to accelerate AI development in Azerbaijan, encourage scientific research in this field, improve AI-related technologies and management systems, enhance infrastructure, and expand the pool of qualified professionals.
The State Service for Special Communication and Information Security of Azerbaijan will conduct an analysis of information security risks in areas where AI is implemented within state bodies. Necessary measures will also be taken to ensure the security of AI-related information in these institutions.
The monitoring and evaluation of the strategy’s implementation will be overseen by the Center for Analysis of Economic Reforms and Communications (CAERC) under the directives of the Cabinet of Ministers.
