During the discussion of the meeting’s agenda, PEA Deputy Chairman and head of the central office, Tahir Budagov, noted that under the leadership of Azerbaijani President Ilham Aliyev, historical victories have been achieved in recent years, and multifaceted and targeted reforms have been successfully and consistently implemented in all spheres of socio-political life and state governance.
“As a result, our country has entered a qualitatively new stage of development. In 2020, the glorious victory in the Patriotic War ended Armenia’s 30-year occupation policy, restored Azerbaijan’s territorial integrity, and ensured the supremacy of international law norms and principles. In September 2023, localized anti-terrorism measures neutralized illegal armed groups, ended the criminal junta’s regime, and restored state sovereignty over the entire territory. Currently, large-scale construction works continue in the territories liberated from occupation, and our compatriots, expelled from their native lands and forced to live as displaced persons for many years, are returning with dignity to their ancestral lands. The 2024 presidential elections, held for the first time in the history of our independence throughout the entire country, became another manifestation of our national unity and solidarity,” Budagov noted.
The PEA Deputy Chairman emphasized that in December 2023, everyone witnessed once again the further enhancement of Azerbaijan’s international authority and the strengthening of the international community’s trust in Azerbaijan.
“It was decided to hold such important international events in Azerbaijan in November 2024 as the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), the 19th session of the Meeting of the Parties to the Kyoto Protocol, and the 6th session of the Meeting of the Parties to the Paris Agreement. Considering that Azerbaijan has extensive experience in hosting global events and actively combats climate change, having declared 2024 the ‘Year of Solidarity for a Green World,’ we are confident that COP29 will also be held at the highest level and will achieve new success. These events will be an excellent opportunity to introduce tens of thousands of foreign guests to Azerbaijan, convey our country’s position to the world, and promote relationships based on a just world, equality, and justice globally,” he said.
As Budagov noted, according to Part II of Article 981 of the Constitution of Azerbaijan, regular elections to the Milli Majlis (Parliament) of Azerbaijan were to be held in November 2024, coinciding with the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change and other significant international events.
“It is essential to ensure the high-level organization of both the elections and the aforementioned events. Moreover, it is necessary to consider the advisability of the full functioning of the country’s parliament during this period. Throughout its term, the sixth convocation of the Milli Majlis has aimed to fulfill its responsibilities by supporting the state’s internal and external policies at the legislative level, actively participating in the organization and improvement of state governance, working regularly with voters on the ground, and effectively representing national interests internationally through parliamentary diplomacy. We believe that under the current conditions, the Milli Majlis should prioritize state interests and initiate the dissolution of the parliament and the holding of early elections,” he said.
Following this, PEA Deputy Chairman Ali Ahmedov and board members Hikmet Mamedov, Musa Guliyev, Elshad Mirbashiroglu, Kemal Jafarov, Anar Iskenderov, Tahir Mirkishili, and Bahar Muradova spoke on the issue, substantiating the advisability of holding early parliamentary elections.
As a result, a unanimous decision was made to recommend that deputies representing the New Azerbaijan Party in the Milli Majlis of Azerbaijan initiate an appeal to the President of Azerbaijan to dissolve the sixth convocation of the Milli Majlis and call for early elections.
