Some experts believe that the target here is not only Israel, but also the Azerbaijani state: they are trying to show Baku as an unreliable, adverse place for diplomats and diplomatic missions and create a chill between Israel and Azerbaijan.
Commenting to Globalinfo.az on this matter, political scientist Alimusa Ibragimov said that Iran has ample experience in this field:
“Similar attacks have been carried out on US embassies abroad, and most of them were organized by Iran. As such, instructions for the attempted terrorist attack on the Embassy of Israel in Baku also came from Tehran.
“In general, embassies of Israel not only in Azerbaijan, but in all countries of the world today can be subjected to such attacks. For example, US military bases in Iraq today are being attacked by Iranian proxies. That is, if there were an Israeli embassy in Iraq, Iran would also attack the embassy in that country, and it would succeed.

“The attack on the Embassy of Israel shows that it is too early to talk about normalization of relations between Azerbaijan and Iran. There is still much to be done to normalize relations between the two countries.
“Iran is actually very cunning in this matter. Thus, the fight against Azerbaijan and Israel is being controlled not from one, but from several centers in Iran. That is, even if the leaders of the two countries get together and put out positive messages, SEPAH communicates the opposite.
“There are plenty of admirers of Iran in Azerbaijan today. Through these forces, official Tehran carries out terrorist acts in the countries it infiltrates, it is capable of provoking panic. I believe this is how the attempted attack on the Embassy of Israel was organized.”
